Failures of Government: Student Loan Scandal

Without proper oversight or enforcement by the Department of Education, the $85 billion student loan industry became tainted in scandal. In 2007, New York Attorney General Andrew Cuomo revealed widespread unethical relationships between schools and lenders, with colleges and universities accepting gifts and other inducements from loan companies. In turn, financial aid officers would steer students toward lenders on their “preferred lender lists,” often at inflated prices at the students’ expense. This gave a few loan companies a substantial advantage. Cuomo launched his investigation after receiving a complaint from a new lender that felt it could not fairly compete. Meanwhile, the Education Department remained conspicuously absent. In testimony before the House Committee on Education and Labor, Cuomo accused the department of being “asleep at the switch” and urged congressional action. Representative George Miller, chairman of the Committee on Education and Labor, called on Education Secretary Margaret Spellings to put an end to lender bribes and require full disclosure of school-lender relationships. Spellings responded that the focus of Cuomo’s investigation pertained to the private loan industry, an area outside her department’s jurisdiction, but she conceded that the practices conducted by the institutions were unacceptable. In the midst of the revelations, Theresa Shaw, head of Education’s student loan office, resigned after five years in the position, but told Spellings, “I had accomplished all that had been asked of me including . . . ensuring that proper financial management and internal controls were in place.” Thousands of students suffered as a result.

Follow-up:
In May 2007, the House passed the Student Loan Sunshine Act, which requires schools to adopt strict codes of conduct, bans all gifts, and ensures that students are getting the best possible deal on loans. Cuomo settled with a dozen student loan companies, including the eight largest in the country: Citbank, Sallie Mae, Nelnet, JP Morgan Chase, Bank of America, Wells Fargo, Wachovia, and College Loan Corporation. Some of these companies, along with several schools, agreed to give $13.7 million to the National Education Fund, which educates student borrowers. Twenty-six schools embroiled in the controversy have since adopted a code of conduct, and 10 planned to reimburse students more than $3 million. A department spokeswoman said that, in the midst of today’s economic downturn, they are “working tirelessly to ensure that students have continued access to federal student loans.”

Sadly to say, I’m not one of those lucky students. I got scammed, and I was even pressured into taking out more loans on the last day of school because ITT Tech failed to obtain the said $4000 in grants for me, but instead got me $400.

Removing Spyware from your Computer

How To:   Remove Spyware

What is Spyware ?

Two major groups of Spyware is Adware and Malware
The most of spyware is Adware. The main purpose of an adware program is to capture “anonymous” data for targeted advertising. Adware is usually just an annoyance, but sometimes it can cause greater difficulties.

The less common spyware programs is called Malware. Malware is a program that designed to cause problems with computer. Malware include viruses, Trojan horse programs, and certain forms of hijacking spyware. These types of spyware are written to get personal information such as email passwords, internet banking passwords, credit card numbers, and social security numbers for fraud. Many of spyware can change default program settings to allow an attacker access to the computer, or monitor a user’s keystrokes to get information. The information is then sent off to the attacker via email without user knowledge or intervention.

It’s hard to tell the share of computers that have been infected with spyware, estimates run as high as 95% computers could be infected. Children online can be especially vulnerable because they may have less technical savvy and frequently download using peer to peer software from the Internet.

Problems with spyware:

Several problems present themselves when a user has spyware on their system.

Pornographic advertising:
Spyware creates targeted advertisements can be a problem. The ads will be created from information such as websites and advertisements visited previously. If children are using the same computer, this can be a problem. If the adult user visits a pornographic site, the minor could receive targeted advertisements which contain pornographic material. Sometimes the targeting of ads can be for pornographic advertisements without anyone having visited adult sites.

Annoyance:
Spyware can be a huge annoyance to computer users. Created Pop Up ads often appear when web pages are opened or closed. This can cause hours of wasted effort because many of the Pop Ups create more popup ads as they are closed, in an ever expanding cycle.

Computer Memory and CPU Resource:
Some spyware allows the unauthorized use of computer memory and cpu resources. This includes running programs while a PC is not busy. However, increased use of a computer memory, processor and harddisk increases the wear and tear on the components, and reduces its functional lifetime. In some cases resources are used for malicious purposes, such as mailing spam or viruses to everyone in your addressbook.

Lose control of your PC:
Spyware can change browser’s homepage and other settings without the user’s knowledge or permission. These changes can include turning off firewall and security protection so the spyware can communicate with external resources, making them potentially dangerous.

How to Restart Computer in Safe Mode :
Some computers have a progress bar that refers to the word BIOS. Others may not let you know what is happening. As soon as the BIOS loads, begin tapping the F8 key on your keyboard. Do so until the Windows Advanced Options menu appears. If you begin tapping the F8 key too soon, some computers display a “keyboard error” message. If this happens, restart the computer and try again. Using the arrow keys on the keyboard, select Safe mode (with Networking)

Freeware Data Recovery Programs – 3

TestDisk

TestDisk is a tool to check and undelete partition

Works with the following partitions:

  • BeFS ( BeOS )
  • BSD disklabel ( FreeBSD/OpenBSD/NetBSD )
  • CramFS (Compressed File System)
  • DOS/Windows FAT12, FAT16 and FAT32, NTFS ( Windows NT/2K/XP/2003 )
  • HFS, Hierarchical File System
  • JFS, IBM’s Journaled File System
  • Linux Ext2 and Ext3, Linux Raid, Linux Swap (versions 1 and 2)
  • LVM and LVM2, Linux Logical Volume Manager
  • Netware NSS
  • ReiserFS 3.5 and 3.6
  • UFS (Sun/BSD/…)
  • XFS, SGI’s Journaled File System

When you run Testdisk, you get a screen listing your available physical drives.

Highlight the drive you wish to recover and select the Analyze option. It will show the current partition structure and when you Press Enter, It will start searching the drive for partitions. If you have Deleted your partition table, nothing will be here.

Testdisk Recover Lost Data

Once this search is complete, Press Enter again. It’s always good to run the Search Option to do a more comprehensive search of the drive. If you had no partitions shown, because of a wiped or damaged partition table, Testdisk will now hopefully have Original partitions. Verify the information and select Write Option to save the new Partition information onto the disk.

Your Partitions should now be up and running again. If you damaged the partition boot sector on your partition, you should select the Advanced Option, then Boot It will compare the boot sector to the backup boot sector. If they are different it will ask you if you wish to overwrite the boot sector. You can list files of Partition by pressing P.
